During an A inspection in the aircraft S/N 086 (in service for two years, accumulating 900 cycles), cracks are identified in frame 5. The dimension of the cracks exceeds those allowed for 5000 cycles. A Part 145 AMO (approved Maintenance Organization) contracted by the CAMO of the operator has performed the A inspection and identified the cracks. There are no instructions in the AMM on how to repair the cracks in frame 5.
The Head of CAMO (Continuing Airworthiness Management Organization) briefs the Operator’s CEO on the issue, providing the five (5) statements below. However, the CEO wants an independent opinion and contracts you as an external consultant to explain the situation.
Classify each statement as TRUE or FALSE, analyze and give clear explanations for such classification.
a) The TCH (Type Certificate Holder) performs analysis during aircraft design to establish which parts of the structure have to be inspected and when. This information has to be included in the ICA (Instructions for Continued Airworthiness).
b) The Operator through a Part 145 AMO has to plan the inspection of frame 5 and has to assign this physical inspection to a Part M approved CAMO.
c) When the aircraft is close to 5000 cycles, a Part 145 approved Maintenance Organization (AMO) will do the physical inspection of the frame 5. Afterwards, in case no damage is identified the AMO will produce an ARC (Airworthiness Review Certificate).
d) In this case, cracks in frame 5 are identified before 5000 cycles, consequently an Occurrence shall be issued by the AMO to communicate the problem to the Competent Authority.
e) There are no instructions in the AMM on how to repair the crack in frame 5. However, the Part M approved CAMO (Continuing Airworthiness Maintenance Organization), responsible of this aircraft, can produce a repair instruction and provide it to a Part 145 approved Maintenance Organization (AMO) to do the repair.
